Purpose of the Role
To manage delivery team groups by assigning work, scheduling work hours, checking results, take actions to ensure quality work, and provide training for staff. To supervise physical works on site, ensuring safe delivery, compliance to appropriate internal and external standards and timely completion and hand back. To lead and direct and set an example to others in terms of safety behaviours and risk awareness.
Ensure the safety integrity of all activities undertaken by the staff you are responsible for.
Manage site construction costs against agreed project targets and manage robust records to support this.
Organise, manage and develop robustly, a first class PWay & Civils labour delivery team and maintain suitable hard copy and soft copy records for regular audit.
Assist the Construction/Production manager through the allocation of labour resources to projects, both internal and external to deliver required skills and keep the team utilisation on or above target
Take active involvement in the planning of work packages, working alongside the technical staff. Plan, order and oversee, Plant requirements (Small and OTP), material requirements and manage site storage issues.
Roster staff as required to ensure all projects have adequate levels of competence allocated
Key Tasks and Responsibilities
Manage and Direct Site Delivery teams to achieve business and functional objectives and meet key performance measures.
Manage the development of individuals and the engagement of the team.
Manage the arrangements for staff competence and welfare.
Adhere to company policies and procedures.
Carry out work safely and in accordance with the safe systems of work procedures, method statements, plans and other instructions.
Manage the preparation of work and resource specifications and plans
Accept construction estimates and maintain cost control process to support target delivery in accordance with company procedures.
Uphold and support established and agreed ways of working with customers (internal or external) to ensure ongoing feedback on team¿s performance. Use the feedback to identify outstanding performance and improve poor performance.
Maintain competency management records for all employees and subcontract staff.
Ensure personal site diary maintained with daily events recorded appropriately.
- Support and participate in an efficient organisational structure, ensuring the right balance between Colas Rail and agency staff where applicable. Assist the Construction/Production Manager by taking ownership of the site labour teams.
Undertake monitoring and surveillance of all site labour staff to a predetermined plan each year and provide reports in accordance with company procedures.
Ensure that all resources delivering PWay & Civils installation and construction activities across the Project Division comply with relevant specifications and standards set by the Chief Engineer and the General Manager.
Interface with the project engineering team, Construction/Production Manager and the Operations Manager to ensure an integrated service to clients.
Assist with the resolution of ¿on site¿ queries and problems.
Safety & Quality
Ensure by audit and review that all external labour & Plant resources (subcontractors) are competent to undertake their specified works in accordance with all Network Rail and Colas Rail procedures where applicable
Provide for review any PWay & Civils related quality & safety issues.
- Hold Engineering Supervisor Competency
- Hold PTS, COSS/SWL1, ES/SWL2 track safety competencies.
- Preferably hold Track Handback Competency or be willing to undertake training
- Proven experience of team leadership and influencing staff
- Previous experience of PWay & Civils installation and construction activities with a thorough working knowledge of Network Rail standards
- Proven experience of delivering to budgets and timescales
